Before turning to the Committee's observations and findings on performance evaluation, Mr. Moran referred to a March 3, 1999 memorandum, Safety — Accountability and Performance, from Secretary Richardson to all Department and Contractor employees. In the memo, the Secretary of Energy called for a "viable and effective employee concerns program" and a "free and open" safety management system. In EM, the Committee found that there is no uniform accountability metric in "line"/Senior Executive Service performance appraisals, nor is it clear who has authority to stop or change work, or remedy S&H hazards.
