I don't think there is any special meaning. It's explaining that a "one-liner" is fast (snap) and humorous (sizzle). You could equally say "with a pop and a fizz" without changing the meaning much.

花火が弾ける様や、焼けた鉄板の上を水滴が飛び跳ねる様を表現する時に使われるのがsnap and sizzleなので、短いジョークを形容する場合はこのような言い方はいかがですか?

: 「小気味よい」は良いなあと思いました。 花火が弾けたり、火花が散ったりする時の表現のようでもあるし、日本語でも「スナップが効いた(ツッコミ）」というと「機敏な」「切れが良い」「鋭い」という意味もあるので。
