放射能除去プログラム (プログラミゼーション)

I would also put プログラミゼーション in parentheses because it is supposed to be a new word...
--- 放射能除去プログラム (プログラミゼーション)

"Programmisation" is the new word that is concerned with “decommissioning challenges” which are about “removing nuclear plants, clean-up of radioactivity in ponds, etc. for the safety of the people.

There is a definition of “programmization” on page 4 of the below website under the title “Site Restoration” and the sub-title “Tackling the ponds cleanup.” (This page is about cleaning up the radioactivity in ponds.)
http://www.nda.gov.uk/documents/upload/Insight-into-nuclear-...
Having secured this approach as a foundation for all future ponds
decommissioning, a potential £15 million saving is set to be delivered across all sites over the next seven years, together with the more intangible but equally valuable benefit of building an
unsurpassed level of expertise in the difficult area of ponds clean-up. Further significant savings are likely to result as work begins on the next ponds decommissioning phase which follows
the clean-up.
The initiative began as a drive to use existing expertise more effectively rather than relying on the conventional site-by-site approach. This evolved into the creation of a uniquely specialised
team from different disciplines, which was then integrated into the
existing project team, who worked to inspire each other, sharing learning and finding the best way forward.
Now called “programmisation”, other decommissioning challenges are being tackled in the same way following assessment and approval by the NDA.

Please see definitions of “decommissioning.”
http://en.wikipedia.org/wiki/Nuclear_decommissioning
Decommissioning involves many administrative and technical actions. It includes all clean-up of radioactivity and progressive demolition of the plant. Once a facility is decommissioned, there should no longer be any danger of a radioactive accident or to any persons visiting it. After a facility has been completely decommissioned it is released from regulatory control, and the licensee of the plant no longer has responsibility for its nuclear safety.

効率化

タイトルを拝見すると、Decommissioning Challengesと書かれていますが、これは難問や難題を最小限に抑えるという意味にとれます。以下のリンクに似たような内容が掲載されています:
http://www.sitestakeholdergroups.org.uk/sizewell/loader.cfm?...

‘Programmisation’ of work: this is work undertaken to maximise resources available within the whole fleet. Programmes in place includes the following:
1. Ponds decommissioning - currently noted as completed at the Bradwell site and ongoing at the Chapelcross site. The team will come to Sizewell A site once defueling has been completed.
2. Asbestos containing material removal - ongoing on site currently using specialist contractors.
3. Conventional deplant and decommissioning - the removal of the cooling-water plant from the site is now complete, with removal of the turbine hall planned in due course.
4. Fuel Element Debris removal - process is virtually complete at the Dungeness site and will be deployed next at the Bradwell site. The process will then be deployed at Sizewell A.
5. Ministores - for the storage of intermediate level waste until a national depository is available.

つまり、障害をなるべく取り除くことに重点を置いて、作業の効率化を図ることではないでしょうか。
