''Изостанак казне не значи да оно што се десило није злочин''.
It's a very plausible interpretation, but it's not how it's used.
"Two wrongs don't make a right" is used to mean: the fact that someone has done something wrong to you doesn't make it right for you to do something wrong to that person in return, i.e. your wrongdoing considered together with the other person's wrongdoing doesn't change your wrongdoing in an acceptable action (= a right).

Класичан пример логичке грешке код импликативног закључка. ''Свако ко учини зло бива кажњен. Ако он није кажњен, то значи да није учинио зло.'' Дакле, нечија грешка (пропуст да казни зло) узима се као доказ да особа која је чинила зло, заправо није учинила ништа лоше, те да је њено понашање прихватљиво. Мој превод овог ''Two wrongs don't make a right'' би био ''Изостанак казне не значи да злочина није било'', или ''Изостанак казне не значи да оно што се десило није злочин''.
