Our second priority is IT simplification or also called Infrastructure management – creating an infrastructure that’s easier to ***provision*** and manage through virtualization and automation and – now this is key – the creation of a single, consolidated, logical view of and access to all the available resources - think virtual computing model.
Dictionaries indicate the usual meaning of this verb as being similar to supply, but can you "supply an infrastructure"? it does not make sense.... given the context I would be tempted to say it means "configure", can you confim/help me understand the meaning of this?

The word 'provision' here means - take into account future trends/requirements. Through a virtual computing model, one tries to foresee demands that would be made on an infrastructure in the future, and make provisions for that, _now_. By virtualization, actual capital investment is total deferred till one is actually sure that current requirements have been adequately met, and future requirements have been provisioned for.
The word 'provision' as used here finds better application in the field of accounting, where liability-to-pay on a future date is 'provisioned' for, in the current moment.
