I get each word separately, but the combination confuses me! Could someone please explain??
(MTBF = mean time between failures)

Additionally, xxSeries raises reliability and availability levels to new heights, with **component MTBF recoverability** now designed on the order of 50,000 to 60,000 hours -- or said differently, not just years but decades!

It's a poorly worded sentence. I think "recoverability" has no place in the sentence. The context makes it clear that the author intends to say that the component will last decades on average between failures.

I think some one got recoverability mixed up with _reliability_, which is the key issue.

"Component Reliability
The overall reliability of a storage system is based on the reliability of each of its
components. The calculation of the component reliability (R) value starts with the
mean time between failures (MTBF) value (published by the manufacturer of each
component). From this, we can determine the annual failure rate (AFR), which is
used to determine the reliability value.
The MTBF statistic represents the average time it takes for a failure to occur. A MTBF
of 100,000 hours means that one failure occurs every 100,000 hours on average."

I'm equally puzzled, and I have a background in electrical engineering and system engineering. I'v never heard of 'MTBF recoverability', and the only google hit I see for the phrase "MTBF recoverability" (aside from this question and ignoring sites with a comma between the two terms) is for some sort of translation/translator website that has your source text as a translation example.

IMO (subject to correction) the phrase is bogus.

agree Will Matter : Bad English, poorly worded, verging on nonsense. The simple meaning is that the components last a long time. Sounds like someone was trying to impress someone else with "computerese" and didn't do a very good job of it. Bogus, indeed.

Note that "reliability" must just be ignored in this case as I do strongly believe that it is induced by a "mistranslation" I've seen many of those while translating from Chinese>English
