The isotopic ratios and concentrations of plutonium varied between neighbouring sampling areas (which indicates that the plutonium was in particulate form), resulting in a non-uniform deposition.

Does it simply mean that plutonium was found in very small particles?

There's nothing about 'particualte form' to suggest specifically SMALL particles (though we would sincerely hope they WOULD be!) — it just means as distinct from, say, a gas or liguid form, or a large solid block. So because it was in particles, it was possible for them to be unevenly distributed
