What's a bit misleading here is that on the tourist leaflet it looks as if the canal is the 'exutoire' whereas your text says the canal connects to it - and the "exutoire" is described as a 'bassin'. So which is true? I understand your hesitation in any case as a mere 'outlet' would not need restoring so is it a canal or a pond/pool?

: an "exutoire" can be anything from a pinhole to the spillway of a hydro dam or the Bosphorus even, and depending on what it is may or may not require renovation.

From the referred text, it seems to me that this "exutoire" really is a final pond before release of the water to the river, and not the canal leading to it.
In other circumstances, "exutoire" is for example where the excess of pressure can be released (physical or psychological). By analogy here, this pond might be the final stage of the water network, where the water can finally rest a bit after o long and agitated trip, and before release to the outside.
I am not sure about "collector pond", but that is basically the idea

: Sounds to me like "holding pond" would be the right word for what you are talking about. But, from Bourth's description, there is some question about whether we've got a "pond" or an "outlet" here. The drawing would seem to suggest the latter is the case.
