What is meant by "selon une appréciation économique"? Is this some kind of economic appraisal or appreciation in value?

My reading is that it means that fund managers will be paid commission in proportion to the investments they hold on behalf of third parties.

The French adjective 'économique' is superfluous in English. You can just put valuation.
There are synonyms for 'valuation' in english: "assessment, appraisal, etc.", but the term 'valuation' is always used in professional finance relating to to investment instruments.
