I believe that this combination of words works best. Le suivi can also be monitoring, however, that meaning does not work well with the rest of the sentence.

: I know that it normally means follow-up/monitor etc but as the text says that it covers the whole recruitment process I'm tempted to think that it is either a process or a guide

I think it is referring to the process during and possibly after someone is recruited. Perhaps includes reference checks, psychological testing that some companies do, even "la graphologie" that some French cos. favour. Also induction process, and "follow-up" indicates how each candidate is followed along through the process ...
