EiB-*Akt* (ELAKimBund): Besteht aus digitalen Metadata und elektronischem Content (ab 2004 flächendeckend im Bund

KIS-Hybrid-Akt: Besteht aus analogem Schriftgut (teilweise bereits im ÖStA) und digitalen Metadata (noch in den Ministerien)

EiB-Hybrid-Akt: Besteht aus einem EiB-Akt und einer or mehreren physischen Beilagen

Not an abbreviation, Jonathan, rather an Austrian "word", as it were--"der Akt" (Austrian) = "die Akte" (German), or also "der Akt" (e.g., the act of a drama)

file = Datei; Akt oder Akte = Dossier or, more colloquially, folder. Here, each Akt (folder) contains further "schriftgut", ostensibly in separate files (metadata separated from documentation)
