This just comes up in a heading, and the following text is:

Zugang zu Rechtsinstanzen, Sicherung von Partizipation durch Nutzung der verfassungsmässig und gesetzlich garantierten Rechte

Realisation of rights sounds unusual somehow, is there a better way?

Enforcing Our Rights

Sorry, I was translating the wrong bit (the translation above (ie. exercising the rights) is a translation for "Nutzung der... ........Rechte"). So disregard what I have written above, (i.e. what I originally wrote).

I would translate the heading as "Enforcement of Rights" or "Enforcing Our Rights". This might seem a little bit stronger than the German, but the context seems to suggest it...(e.g. access to justice - which is how I would translate "Zugang zu den Rechtsinstanzen").

Another possibility might be "Claiming Our Rights", but it would depend on the context.

Or you could use "Exercising Our Rights", but then you might have to find something different for "Nutzung".

I think I would go for "Enforcing Our Rights". Sorry about the confusion. This is the first time I have posted here.
I ended up by making the whole answer invisible by mistake, so I have had to write it out again.

Human rights in practice

Agree that realisation not very English-sounding.

Maybe expand my suggestion to "Putting human rights law into practice" or "Ensuring that human rights are upheld".

Not so economical, but gets the sense over, methinks!

Enacting (Enactment of) Legal Rights

I believe we are talking about giving people access to the benefits of the rights to which they are entitled by law.

neutral Dr Andrew Read : I think that "to enact a law/legislation" has a quite specific meaning - ie. to introduce a law, or to sign it off, so that it actually moves into the statute book. I think the sense here is not that, IMHO.

Your own guess

Realization of rights seems to be used extensively, as in realization of human rights, realization of women's rights, etc., and I think that this is probably your best choice to convey the same meaning as the German term. A quick google search will bring up plenty of sites, and not just German sites where the term may have been translated.
