Technically in Austria this is guaranteed in the way that each legitimate authority has a unique code number which allows for access to the criminal record.

Assimina, Please ignore the 'reference number' part of this answer. I have found adequate Internet references to confirm/support the suitability of 'code number', and so I would prefer to stick with 'code number' only. (I also write this as 'code number' on every Greek criminal record that I translate).
