Simon, they are not approving anything, they rather confirm that the particular person has been receiving payments from Bituach Leumi throughout the year. Its payments summary I guess, but not sure how to call it.

I thought קצבת זקנה would rather translate as "old age allowance", but then "old age allowance" and "pension plan" are two different things.

Hi Leelia, My answer does refers and mentions "pension plan". Bituah Leumi translates as Social Security and in Canada would be CPP (Canada Pension Plan).
