I seem to be able to read the sentence in two ways and it would help me to clarify the exact meaning of "aree pulizie della strada". Is this "road cleaning service"? What does the "aree" stand for? Does it mean department/service? The way I read the sentence, it is "the closeness of the places of work of members of staff engaged in work to road cleaning services..." Is this right? Thanks for any help.

Discussion
my reading is that they are trying to keep people at work safe, ie when they are in the road, cleaning it, they should be protected by adequate signs, so vehicles don't hit them.
In the UK,they all street cleaners have to have fluorescent jackets,and they have to put 'hazard cones' in the road if it is being cleaned...
