Sorry, the correct answer is the following:
Pad with leading XX, pad with trailing spaces ("Half-width spaces" is not suitable for English readers because they do not know the full-width 2-byte spaces. All spaces in English are single byte.)
Note from asker:
The other question did contain "0", but this one does not. It is talking about 半角スペースを右埋めする... I think your answer may need to be changed?

agree Marc Brunet : good rendering! Oops My error as well. then would be: "fill in LSBs/(or least significant digits LSDs) using half space characters/figures", depending on the numbering format (LSB for binary, LSD for decimal or hex)

Pad right side with "0"

It means to fill all right side with 0.
Example:.
XXを左詰め、半角スペースを右埋めする。
Fill with XX in left side, half-width space in right side.
