E vorba de o adeverinta in care se confirma faptul ca titularul "a ridicat diploma" ... Stiu ca cea mai simpla solutie este "to pick up", doar ca mi se pare ca suna ciudat, si as vrea o alta varianta - sau daca s-a putea, sa reformulez .. (de genul " he was issued.." Ce parere aveti?

This is possibly a good idea, but depends on how you wish to interpret idea I guess.

"acquired" seems equally appropriate, though.

pick up your diploma at the Registrar's Office
authorize another individual to pick up your diploma
authorize the Registrar to mail your diploma to you
$10 mailing fee applies for domestic addresses
$20 mailing fee applies for international addresses

If mailing is not desired, and you are unable to pick up your diploma in-person, you may designate an authorized person to pick up your diploma on your behalf.
