In my above link, the order is called "Order for Personal Courage". Note that the word "decoration" is used in the accompanying information:
"This decoration could be awarded to any USSR citizen showing outstanding courage and bravery during life-saving, keeping of public order ..."
The year of origin of this particular order is 1988, according to Smith's dictionary. The order itself cannot be bought or sold, but the corresponding decoration can.

For precision, the word "order" could be retained, because of the distinction made in Soviet terminology between орден and медаль, but the word "decoration" is still necessary:
