If the translator is writing for an ENG (US or UK) audience, the word should exist in a document created by a native ENG speaker with some authority in the field. It's not about whether it's a formal word or not. It's about whether anyone has heard of it in the English-speaking countries, assuming the translator is preparing a document for that group. That's just my humble opinion.

formal - informal хочу обратить внимание, что в русском языке слово "переспам" - это неформальный термин. Поэтому искать к нему "формальный" термин в английском языке, считаю, некорректно.
pls note: "переспам" in Russian is an informal word. I think a "formal" English equivalent to it (if any) would be irrelevant.

Переспам по-русски существительное, а overspam - в основном глагол.

keyword stuffing

Калька калькой, но она чаще всего встречается на форумах, в переписке, рекламе или в неофициальной документации, да и то в качестве глагола, а не специального термина. Возможен также вариант overspamming.
Example sentence:
