Смена повестки, о которой говорится в исследовании ВЦИОМ – с «кризисной» на «посткризисную», – уже происходит. Так, «Единая Россия» предлагает повестку развития и ответственной политики, которая более адекватна в нынешней ситуации кризисной повестки.

Другой пример повестки – от «Справедливой России», которая предлагала отправить в отставку правительство Дмитрия Медведева. Это тоже достаточно радикальный шаг, который вряд ли можно назвать конструктивным. Да и сама инициатива оказалась политическим фальстартом: она была озвучена в феврале, и ясно, что к 18 сентября, к единому дню голосования, избиратель о ней забудет.

agenda - in the meaning of a paradigm, a program, a plan to discuss and deal with - the main meaning of the word.

set the agenda - to decide what subjects other people should discuss and deal with

Also, there is a meaning of agenda as secret plans
political agenda - secret political plans (Lingvo dictionary)

Welcome) Yes - "cange in" is "evolution of") and "change of" is more radical, I think
Example sentence:

... the discussion over Syria will serve as an impetus for a change of the agenda in dealing with the West, and the United States in particular.
