Normally, it's a Russian sports (soccer/hockey) idiom that means that one team is totally creaming the other one, or in other words, is beating the opponents hands down. But because you mentioned it was used in the context of some political machinations, I think it might mean that "you can't beat the government at its own game" or "it's a no-win situation" for those trying to oppose the corruption, etc.
