A zwitterionic compound is always a zwitterionic compound (independent of the medium it is in), it may or may not carry any electrical charges, but it will still be a zwitterionic compound (including the salt before it is placed in a liquid medium). However a zwitterionic compound has to be in a solution of a certain pH before the zwitterionic compound becomes a zwitterion. (See this link for an exmple of what I mean, the case being for sulphuric acid.) http://goldbook.iupac.org/A00306.html
That's how I understand it, analogous to the fact that a hydorgen atom is not a proton until it loses an electron.

agree Neil Ashby : But not 'zwitterion', the word is not exactly synonymous. A zwitterion has already been placed in a strong acid or base solution and become a + or - ion itself. An ampholyte is synonymous with zwitterionic compound. I hold a PhD in physical chemistry, ;)
