'Mating season' sounds more fun, but 'on-heat' has a more objective tone and may suit your text better.

They can be seen together in small groups only during the mating season.
I've had to use quite neutral language because you don't give much context. Depending on the context and the animals in question, you could also use a nice expression such as “they cluster together” or “they flock together”.
