Он под санкциями, только не под такими жесткими. У "счастливчиков" еще и заморозили активы + собираются отключать от SWIFT. Со Сбером только запретили иметь корреспондентские и прочие pay-through отношения. На привязанные счета Сбербанка вывод будет работать до 22 марта.

We are sorry to inform you that as of December 16th 2022, Payoneer will no longer be able to provide you with its services and your account will be closed. Any funds sent to your account after December 8th will be returned to the sender due to service limitations.
