I have no idea how to translate this position near the very top of the management ladder in a huge Japanese company - not president, but "regional general manager"?

I'm thinking that General Manager is below President or CEO but above Supervisor (which generally gives an impression of being lower down the ladder). He has a broad overall control over the company.

The way you explained, I assume this is noun and not verb "統轄する".
So this in a Japanese sentence or a list should be looking like XX 氏統轄 (Mr. XX presiding, under direction (or administration) of Mr. XX, etc.).

Some companies have their organization chart on the web site, both in Japanese and English. Big international companies often have fixed English translation for the titles of their officers.
It depends on the nature and use of the document you are translating, but when I cannot verify such title name myself, I generally put a note to the client that such translation can be only tentative.
